School Council Standard Operating Procedure Review


 What are the differences between School Council and Parents Association?

 It is mandated by the government of Alberta that every school have a school council, comprised of elected parents and the principal.  The main responsibility of school council is policy development and long range goal planning.

 The parents association is responsible for fundraising and financials– which falls under the legislated societies act.  These two councils are required to be separate entities.

 Historically, at École Leduc Estates School (ELES) , the clarity and responsibilities between the school council and parents association has been lost. During the School council bylaw review process under taken over the last year, it was identified that:

  • Existing bylaws were outdated, and constricting in the length of time it would take to make necessary changes.
  • Volunteer time could be utilized more effectively.
  • Our school is evolving, and the council needs to evolve with it.
  • We need an effective, structured and collaborative process to represent ELES parent voices in the education of our children, locally and provincially.

 On June 20th, 2017, at a special meeting of École Leduc Estates School Council, the current School Council Bylaws (2003) were voted to be dissolved by the parents and school council members in attendance.

 At this meeting, it was determined that School Council would propose new standard operating procedures (SOPs) to replace the revoked Bylaws. Moving to SOPs is the recommended practice put forth by the Alberta Association of School Councils which Blackgold schools are a member of this council. 

 How you can get involved!

 A draft version of these SOPs is attached for your review and comments. For purposes of an effective and efficient meeting, we welcome comments and questions pertaining to the SOP to be addressed via writing prior to September 6, 2017, 3:00 pm to Miranda Ducarme (

 A discussion of the SOPs, as well as elections, will occur at the School Council Annual General Meeting September 6, 2017, 6:45 pm at ELES

 The will be 10 open positions to sit on the school council, as well as numerous on Parents Association. Participation in council does not automatically equate with the same role on parent’s association.
